The authors first use Cobb-Douglas production function model to measure the rate of the contribution of Henan scientific ＆ technological progress in the years between 1978 and 2007, then analyze the model and mechanism of agricultural science ＆ technology zones accelerating economic development, and finally in combination with the reality in Henan Province put forward the countermeasures of building special industrial zones to carry agricultural technology advancement and promote the sustainable and quick development of agricultural economy.
