英文摘要：
The conception of uncertainty planning is given firstly; and then the differences between the certainty planning and uncertainty planning are pointed out through the analysis of questions appearing in the procedure of urban planning compiling and implementation. Based on the analysis of uncertainty planning, a new planning procedure of urban planning is put forward; finally, a new method to complete a feedback procedure of down-to-up is discussed.
