By using of ecological index and soci-economic index, the water use stage is divided into ecology safety stage, critical ecology-agriculture increase stage, critical ecology-industry increase stage, ecology destroy-agriculture increase stage, ecology destroy-industry increase stage and ecology rehabilitation stage. The soci-economic and eco-environmental characters are analysed to orient the water use for basin or area. For national water resources secondary area, the water use stage is divided, the water resources and soci-economic index characteristic in different stage is analyzed and the relationship between water use stage and up-downstream, climatic area are discussed.
