Coal is the main energy in China and the safety production of coal is very important. The evaluation of a mine emergency capacity is an important item of the emergency management. The paper had an analysis on the connotation of the mine emergency management. The principle of the mine emergency management was established according to the index and the index system of the mine emergency capacity evaluation was established. Base on the grey system theory, the evaluation was conducted on the mine emergency capacity and the disadvantages and problems existed in the available systems were found. The related improved proposals were provided and could provide the basis for the improvement of the mine emergency management system.
