保障房项目建设关系到经济发展与社会和谐。保障房项目建设必须依赖金融体系的高效支持。本文基于内生增长与乘数效应的双重视角,分析了保障房项目建设的金融支持机理;在此基础上,构建了保障房项目建设的金融支持体系,并以此为依据,从供给与需求两个层面设计了保障房项目建设的金融支持政策。研究表明,在内生增长下,金融体系发展程度对保障房项目发展具有显著的正向支持作用;在乘数效应下,金融体系促使保障房项目的投入-产出规模形成投资乘数效应,从而推动保障房项目的发展。本文的上述论点将为高效发挥金融体系对于我国保障房项目建设的金融支持效能,指导我国保障房项目建设的科学化实践,提供重要的理论指导与政策参考。
The construction of affordable housing projects relates to the economic development and social harmony and it must relies on the highly-effective financial system.Based on two perspectives of endogenous growth and multiplier effect,this paper analyzes the finance supporting mechanism for construction of affordable housing projects,pictured an overview of the finance supporting system for construction of affordable housing projects and designed finance supporting policies for constructing affordable housing projects from demand and supply side.This result shows that in endogenous growth model,the development of finance system has a significant positive effect on the development degree of affordable housing projects.In addition,finance system leads the investment and output level of affordable housing projects to increase,of which the investment multiplier effect promotes the development of affordable housing projects.
