文章从需求引致与供给助推的双重视角构建保障房配置模型,分析了新型城镇化、保障房制度与信贷环境的内在机理,在此基础上,构建了新型城镇化下保障房制度的最优信贷环境。研究表明,新型城镇化对保障房制度存在需求引致效应,信贷环境对保障房制度具有供给助推效应。此外,最优信贷环境应呈现以保障房供给侧信贷体系与需求侧信贷体系为"两体"、以保障房资源及资金配置机制为"一制"的"两体一制"架构,并以此为依据,设计了新型城镇化下保障房制度的最优信贷政策。该研究成果将为中国政府科学构建及设计新型城镇化下保障房制度的最优信贷环境及政策,以此来实现中国新型城镇化的战略目标,提供重要的理论指导与决策参考。
This paper constructs an affordable housing allocation model based on two perspectives of demand-deriving and supply-boosting and analysizes inner mechanism among new-type urbanization,affordable housing system and credit-loan environment,on basis of which,it constructs optimal credit-loan environment of affordable housing system under newtype urbanization. This paper research result shows that new-type urbanization exists demand-deriving effect to affordable housing system,and credit-loan environment exists supply-boosting effect to affordable housing system. Moreover,optimal credit-loan environment should appear the "two bodies and one mechanism"frame,in which supply-level and demand-level of credit-loan from affordable housing system act as two bodies,and affordable housing resource and capital allocation mechanism act as one mechanism. Above on which,it designs optimal credit-loan policy of affordable housing system under new-type urbanization.
