The location and resource are main mechanism for the development of small towns in Dandong. In the future, small towns in Dandong will develop in different way; some coastal ones will be concluded in the con- struction of large cities, and other ones mainly dependent on natural resource will change to be some towns with particular industries, while some other else will still be comprehensive small towns mainly based on agriculture. It is proposed that, to establish a mechanism with order, division and complimentary advantages for the development of small towns, the local government should properly divide its administrative districts, adjust its industry plan and gather population.
