英文摘要：

As a new type of IPRs,with the increase of education investment,contribution made by education to the social and economic development and the strengthening of IPRs protection,education research IPRs is gaining more importance.Based on the externality theory,this paper analyses some basic theories about mechanism of sharing and protecting of education research IPRs from the viewpoints of externality＇s existence and the non-efficiency of it.In the end,this paper also analyses the basic forms of the mechanism adopted by government in the form of regulations on externality.
