英文摘要：

In order to solve the problems of civil airport emergency management, and improve the capability of airport e- mergency management, 27 main factors are determined, and evaluation index system is established based on analysis of airport emergency management process. Through the emergency case analysis and expert interviews, considering the opinion of airport employees who work in the forefront, entropy method is applied. The matter- element model of airport emergency management capability is established by applying matter-element theory, and it is used to evaluate the emergency management capability of Airport A. Result shows that the comprehen- sive assessment for airport emergency capacity can be fulfilled by using this method and the risk and weak link of airport emergency management can be found out by analyzing the capabilities with few marks.
