By analyzing the present status of the teaching of College English Listening and Speaking course at higher vocational colleges, this paper puts forward the CBI （Content-based Instruction）, which is based on the con- tent of teaching ideas, to explore class teaching strategy of the course of English Listening and Speaking under the CBI teaching mode at higher vocational college, thus to further deepen the reform of college English course.
