英文摘要：

Three clusters which represent groundwork cluster, industrializing cluster and complex industrial cluster respectively are specially chosen as three different stages of industrialization. The groundwork cluster is preparing for industrialization, industrializing cluster is differentiating, specializing and developing, and the complex cluster is trying its best to compete in a wider market. We make an exploratory study on these three different kinds of clusters from the collective efficiency and upgrading strategies view, and the findings are as follows： there is much difference among the collective efficiency of three different clusters and the upgrading strategies of them are significantly different. The paper finally gives some advice for local government and enterprise associations.
