This paper proposes an electronic voting scheme based on both RSA public key cryptosystem and LWE homomorphic encryption. This scheme does not need an honest supervisor in the statistics stage, while letting an untrusted third party such as cloud service provider to carry out the electronic voting, and meeting the requirements of high efficiency, anonymity and public verifiability.
