在事故致因理论分析与国内外安全行为与安全绩效研究成果的基础上,构建了企业组织安全行为、员工安全行为对安全绩效影响的结构方程模型,提出了相关理论假设,并对模型和假设进行了实证检验。研究结果表明,中小企业安全预防行为对安全绩效改善产生积极的正向影响;中小企业安全管理行为,一方面通过员工安全遵守行为的完全中介作用有效降低安全后果,另一方面通过两条途径(直接影响和通过员工安全遵守行为的部分中介作用间接影响)来影响安全系统运行效果;中小企业安全培训行为通过员工安全遵守行为的部分中介作用对降低安全后果产生积极的正向影响。提出提升中小企业安全绩效关键是规范和引导企业的安全组织安全行为,并给出了具体对策建议。
Enterprise safety act and employer safety behavior are two direct factors influencing safety performance in SMEs. Based on the theory of accidental causes and related literature on safety behavior and safety performance, we construct a structural model and develop of enterprise safety act, employee safety behavior and safety performance. We then test these hypotheses using the data from SMEs. The results show that, safety prevention act in SMEs has positive direct impact on safety performance; employee safety behavior has completely mediated effect on the relationship between safety management act and safety consequence; safety management act in SMEs has direct and indirect positive impact on safety system; employee safety behavior has completely mediated effect on the relationship between safety train act and safety performance. For promoting safety performance in SMEs, it is of the most importance to strengthen effective regulations to restrain and guide enterprise safety act. The concrete countermeasures are proposed based on these results.
