英文摘要：
Through introducing ＂pressure-state-response＂ model, this paper constructs emergency effect analysis model about oil prices based on the PSR theory. Then it applies the PS function to quantify the relationship between pressure and state, expounds the correction process of expert system to evaluation results, and finally puts forward the ＂state-response＂ model to different stakeholders.
