In this paper, we studied the strategic actions of IBM ＂Smarter Planet＂, and analysed how it affected the whole world, es- pecially China. At the same time, we pointed out a series of issues that should be prioritized, such as technological path choice, repet- itive construction and market risk, and massive data management and information security. Besides, some advices were proposed.
