China＇s small-town planning research usual starts from physical form, economic efficiency and policies, but without the concept and culture. The paper faces with the problems of cultural features lost and public participation lacking, takes Guangdong Chaozhou-Shantou as an example, structures the equitable evaluation system in the local culture mental view.
