作为一种新型的政府组织模式，构建虚拟政府已成为中国政府机构改革实践的热点。但由于虚拟政府概念仍未得到准确界定．人们或基于信息网络技术，或基于公共服务职能外包来理解虚拟政府．更缺乏对其组织运营的基础性研究．导致实践中出现了许多问题．迫切需要准确界定虚拟政府概念并对虚拟政府的组织运行模式进行理论研究。本文运用经典扎根理论方法进行实证研究，将虚拟政府界定为：政府通过契约合作方式，将自身某些职能的全部或部分交由企业或其他社会组织完成．由此而形成的新型政府组织模式。本文发现虚拟政府具有星型组织模式，由外围层和核心层构成，其中核心层分为中心部门、虚拟管理部门和实体部门。本文明确了虚拟政府中盟主与盟员间基于契约的合作关系并在此基础上构建了一个一般性的虚拟政府组织模型．全面描述了虚拟政府的组织运行模式。本文的研究弥合了虚拟政府概念的理论分歧，对虚拟政府组织运营问题进行了基础性研究．为更加深入的研究打下了理论基础．为解决中国虚拟政府构建与管理、公共服务外包等方面的实践问题提供了理论指导。

英文摘要：

As a new governmental organization mode, the virtual government constructing has become a hot practice of the reform of Chinese government departments. But for the concept of virtual government has not yet been precisely defined, people understand it based on perspective of either information network technology or the public service outsourcing, and the fundamental research on virtual governmental organization operations has even more inadequate, many problems arise in practice. It needs to define the concept of virtual government precisely and do research on its operating modes theoretically. Researched with the method of classical grounded theory, this paper differentiated the relevant concepts and defined the concept of virtual government as： a new government organization mode that the government outsources part or whole of its certain function to companies or other social organizations to complete through cooperation with contract. We also find virtual government＇s star-shaped organization model which is composed of the peripheral and core layers, and the core layer is divided into central departments, virtualizing management departments and real sector. This paper make the virtual government＇s contract-based partnership between alliance leader and members more clear. On this basis, we built a general virtual government organization model and give a comprehensive description of the virtual government organizations operating mode. Ultimately, this paper bridged the theoretical differences of the virtual government concept and made a fundamental research on virtual government organizational operations. It constructed the theoretical basis of deeper research and provided theoretical guidance to solve the problems in the practices of Chinese virtual government＇s constructing, management, public service outsourcing and so on.
