The human beings are progressing and their activities against natural disasters and other social risks have never ceased. In different historical periods, as the society changes and moves, the social risks undergo changes too. This text, starting with the basic characteristics of the transitional society, makes an analysis of new social risk sources emerging in the social transformation, employs the risk society theory to analyze the types of risks, recommends countermeasures benefiting for the social risk prevention fundamentally. Thus, social uncertainties can be lessened to avoid the systematic risk. Good countermeasures can be found to harmonize the market-government relationship and relationship between the economic development and the society building, and improve the self-check mechanism in order to reduce the legal conflicts and risks.
