给出科技型中小企业利用其知识产权投融资时的风险管理系统。主要分成风险识别、风险评估、风险分析以及风险控制四个阶段。对科技型中小企业利用知识产权投融资风险进行识别分类，列出风险清单。提出了层次分析法与模糊评价法相结合的风险评估与风险分析方法，并确定风险之间的关系。最后针对科技型中小企业知识产权投融资的不同风险提出相应的管理控制方法。并引入某软件企业智能交通系统这一知识产权投融资案例，实证分析科技型中小企业知识产权投融资风险管理系统。

英文摘要：

In this paper, the risk management system which small and medium-sized science and technology enter- prises investment or financing through their intellectual property is given. It is mainly divided into four stages： risk identification, risk assessment, risk analysis and risk control. Firstly, the paper classificates and identifies risk when the science and technology small and medium-sized enterprises using the intellectual property to invest or fi- nance, make the risk list. Secondly combine the analytic hierarchy process method with fuzzy evaluation method to assess and analyze the risk, and then determine the relationships between risks. Finally, put forward relevant management control method for different risk when the enterprise using their IP to invest and finance. The last part ,the case of a software enterprise using their intellectual property of intelligent transportation system is given to introduce how technology-based small and medium-sized enterprise manage the risk when they invest or fi- nance through their IP in practice.
