The modernization of the state governance focuses on the rule of the state by law and the state of welfare,which requires more virtues and skills as the qualification for citizenship.Legal edu-cation plays an essential and significant role in cultivating qualified and good citizens.The traditional legal education which belongs to moral and ethical education has some limitations and cannot fully re-alize the new education target required by the modernization of the state governance.The paper con-centrates on what kind of the citizenship the modernization of state governnance requires and how le-gal education could cultivate good citizens.
