机动车污染已经成为我国城市空气的重要污染源。在大气污染治理中,限行政策作为一种行政管制手段,只是一种治标的权宜之计,需要多种环境政策的支持和配合。本文在梳理机动车限行政策的空气质量效应研究的基础上,介绍并借鉴国外机动车污染治理的成功做法和先进经验,结合我国实际情况,从经济视角讨论机动车污染源控制的政策措施,包括从影响交通拥堵、尾气排放物来减少大气污染的供给政策,以及通过提高机动车使用成本来限制、减少机动车驾驶需求进而降低机动车尾气污染的需求政策。最后,本文也指出城市空气污染的治理既需要多种环境政策的搭配和相应制度规划等的完善改进,同时也需要包括市场、民众等多方参与和配合。
Vehicle exhaust has become the important pollution source in the cities of China. Traffic re- striction is a kind of administrative measure, as well as a temporary expedient among the air pollution control policies. It needs the support and cooperation of a variety of environmental policy. In this paper, we draw on the advanced experience of vehicle exhaust pollution control in other countries, and discuss the vehicle pollution control measures from the economic point view. That is, the supply -sides policies from which include the impact of traffic congestion and exhaust emissions to reduce air pollution, as well as demand - sides policies by which increasing the travel cost if using vehicles to limit and reduce driving demand and reduce the exhaust of vehicles. At last, we pointed out that the governance of urban air pollution needs a variety of environmental policies, such as collocation and the corresponding system planning and other improvements, but also needs to include the market, the public and other parties to participate and cooperate.
