Cleaner production audit is an important starting point for the prevention and control of industrial pollution, whilst pollutant discharge permit is a certificate to grant pollutant emissions to enterprises. The combination possibility of those two aspects was discussed from views of the managerial functions, focuses, techniques, and etc. Specific measures were proposed for the cleaner production audit system to be combined with the management of pollutant discharge permit for key enterprises in Shanghai.
