Economic new normality is the current economic and social development of the ＂big logic＂, at the present stage of Chinese social security system construction and development, but also must adapt to and follow the basic logic. Under the new economic normality of Chinese social security system construction is facing the main problems：economic fundamentals determine the development environment and increase the financial pressure;the e- conomic structure optimization and innovation driven put forward higher requirement;the redistribution function of the social security system is more related to social justice ; consumer promotion effect of social security system should be fully played. Based on the economic development of the new normality and social security system construction and development of the status quo, the current stage to deepen the reform of the social security system should grasp the following four aspects ： one is to solve the problem of positioning and fragmentation by improving the top - level design;two is through the promotion of urban and rural integration to solve the problem of fairness;three is to strengthen the fund management to solve the security and sustainability issues; four is through the steady improve- ment of the level of security to solve the problem of expanding domestic demand and play a great effect.
