Several correlative problems of irrigation management system reformation are studied from the aspect of the administrative organization of irrigation district. The Strength-Weakness-Opportunity.Threats （SWOT） analysis method is adopted to study the re- formation and development strategies of the administrative organization of irrigation district. Taking the administrative organization of Wu＇an irrigation district as a case study, the interior advantage and weaknesses as well as the external opportunity and threats are analyzed, the SWOT matrix is established, and some development strategies are put forward.
