From the aspect of stakeholder, the problems on irrigation water price reform are studied in this paper. The stakeholder theory is adopted to define the stakeholders of irrigation water price reform, to analyze the attribute of traditional stakeholders, to cognize the key stakeholders, and to analyze the relationships between correlative profit entities under irrigation water price reform and their evolution law. At last, some suggestions for the irrigation water price reform are put forward.
