本研究阐述了影响社区卫生服务体系发展的一系列问题并找出影响其发展的关键问题是政府对社区卫生服务体系建设的重视度低，对其作用机制进行了剖析：引发社区卫生系统筹资公平性较差；引发社区卫生系统纳入医保水平较低；引发社区卫生系统人力整体素质不高；加剧卫生费用上涨，各方负担加重；引发公共卫生环境恶化，健康公平性降低。并据此提出了相应的对策。

英文摘要：

In this paper we expound a series of issues affecting the development of community health service system, and identify＂ that the key issue is the government＇s low attention. For its mechanism we get the conclusions by analysis as the following： leading to less equal financing for community health service system; causing less community health service system being brought into medical insurance; resulting in low overall quality of human resources in community health service system; enhancing the increase of health expenditure and all participants＇burden; and causing the degradation of public health environment and low health equity. Accordingly, here we propose appropriate countermeasures.
