目的：建立一套科学、有效与可行的新型农村合作医疗福利性评价指标,对新型农村合作医疗运行中农民福利性获得情况进行深入科学的评价,为新型农村合作医疗管理的科学化、规范化和信息化提供基本依据。方法：应用文献归纳法和专家咨询法确定新型农村合作医疗福利性评价指标;应用模糊综合判断法确定指标的权重系数。结果：建立了包括就医经济可及性、医疗卫生资源可及性及居民满意度的三类新型农村合作医疗福利性评价指标,其中就医经济可及性包含15个,医疗卫生资源可及性6个,居民满意度6个。结论：本评价指标具有较好的合理性和可靠性,可用于新型农村合作医疗运行中农民福利性获得情况的跟踪评价。
英文摘要：
Objectives：To establish a group of scientific,effective and feasible new rural cooperative medical system welfare evaluating index,the government can deeply and scientifically evaluate the welfare of farmers from the operation of new rural cooperative medical system,which can also provide fundamental basis for scientific,standard and informational management of new rural cooperative medical system.Methods：The methods of literature induction and expert consultation were used to determine the evaluating index of new rural cooperative medical system welfare;fuzzy comprehensive judge method were used to determine the index weight coefficient.Results：We set up a group of evaluating index of new rural cooperative medical system,welfare including the accessibility of medical care utilization,availability of health resources and resident satisfaction,respectively contains sub-index were 15,6 and 6.Conclusions：The evaluating index is reasonable and reliable,and can be used to evaluate the farmers＇ welfare during the operation of new rural cooperative medical system.
