Industrial cluster, an organization of coordination and competition, can bring extra profits, which is called＂spillover effect＂by Professor Porter. This paper focuses on the rules of the phenomenon of ＂spillover effect＂ ：The companies in industrial cluster can decrease the total cost of inventory and shorten the total lead time, and further decrease the total contract cost in cluster. Furthermore, some suggestions are presented for Chinese companies. Special attention is paid to the quantitative research in the field of supply chain.
