就如何提高产业集群的学习和创新能力，存在“强调地方网络”和“依靠外部网络”两种对立的观点，事实上连接内外两种网络是更为有效的方式。在对产业集群学习过程剖析的基础上，运用社会学领域的行动者网络理论，将内部和外部网络同时考虑，试图构建一个容企业、组织、物质和概念在内的异质的行动者网络，并为产业集群如何增加知识存量、促进学习交流和激发知识创新等提供一些建议。
英文摘要：
There are two opposite views about how to improve the learning and creative ability of industry cluster. One thinks that local network is important and the other takes for outer networks. In fact, nexus of local and outer networks is a more effective form. Based on the analysis about the process of learning in industry cluster, the paper uses actor network theory which comes from the field of sociology; try to build a heterogeneous actor network that includes company, organizations, substance and concepts. In the end, the paper gives some advice about how to increase knowledge, promote intercommunion and inspire innovation through actor＇ s translation.
