本文在回顾国内对电网的实证研究和随机前沿模型发展的基础上,分别运用了随机前沿分析的五个相关模型,即固定效应模型、随机效应模型、混合模型、真实随机效应模型和调整后的随机效应模型,基于1994~2008年我国29个省(市)的面板数据对我国省际电网的效率进行了测度。从模型的估计结果发现,虽然电网具有行政垄断因素,但其自然垄断特征仍非常明显,网络规模对产出的影响十分显著。时间虚拟变量的变化说明2002年的电网改革是富有成效的,但对效率的测度则显示我国电力传输网络的效率依然十分低下,仍有很大的改进空间。
Based on earlier empirical researches on China's electricity transmission networks,this paper uses 5 models related to the stochastic frontier analysis to measure the efficiency of China's provincial electricity transmission networks,by adopting panel data of 29 provinces over 15 years from 1994 to 2008.The estimation results show that although electricity transmission networks are administrative monopolized,there are very obviously characteristics of natural monopoly;the impact of network size on output is significant.The results also illustrate that the reform in 2002 is fruitful.However,the measure of efficiency shows the efficiency of China's power transmission network is still very low,and there is still room for improvement.
