Based on the C- L cooperation,the property characteristics of cultural tourism resources development,and the C- L development model,we build cultural tourism resources evaluation index system,and then discusses the background of the development of cultural tourism resources in the cooperation of two dimensional structure model,which provides certain guidance and applicability towards local cultural tourism resources,in order to provide objective reference in the cooperation and the development of tourism.
