Holistic governance advocates that governance should be oriented by the needs of citizens,be based on integration,and be tooled by information technology,which fits the core demands of governance capability.Based on holistic governance,government governance capability includes four parts.The capability of public service provision is the target dimension,the capability of organization and cooperation is the structure dimension,the capability of organization integration is the process dimension and the capability of information technology is the tool dimension.The four dimensions complement each other,interact with each other,and constitute a clear logical structure of the government governance capacity system.
