从理论上看，现代互联网的发展和教育投入对产业升级的重要性显而易见。论文利用中国68个大中城市的面板数据，通过面板计量模型进行了实证研究，结论是：互联网发展与产业结构优化之间呈显著的正相关关系，教育投入对产业升级的影响很小；产业升级具备一定的刚性，对下一期有显著影响；教育投入能提升二三产业的就业比重，互联网的投入能显著提高霍夫曼比率，促进产业升级；产业结构提升和互联网发展都能显著促进教育的投入，产业结构优化也能带动互联网发展；短期来看，互联网发展更能影响产业结构提升，互联网的外部扩散效应以及对教育和经济的拉动辐射效应比较明显。
