运用协整分析、基于ECM模型的Granger因果检验、方差分解检验异质型人力资本对技术进步的作用的研究结果表明:技术进步、中等教育、高等教育和科技投入之间存在显著的协整关系;高等教育是技术进步的Granger因,且其冲击对技术进步的拉动效果明显大于中等教育与科技投入。因此,在财政紧约束条件下,加强高等教育投资,提高高等教育质量成为提高我国技术水平的关键。
This paper investigates the relation between heterogeneous human capital and technological progress by using cointegration test, grangercausality test based on VAR model and variance decomposition. The result indicates cointegrate relationship between technological progress, secondary education, higher education and expenditures to scientific research; higher education is the main reasons of technological progress, and it takes main effect. As a result, given fiscal restraint, enhancing expenditures on higher education and improving the quality of higher education are crucial to raise the level of technological progress.
