进入中国FDI的快速增长和中国生态环境的日益恶化是否存在显著联系,地方政府是否通过降低环境规制水平来吸引FDI,是经济学者和政策制定者关注的重要问题。大量文献研究了环境规制对FDI的影响,但很少有研究注意到FDI进入动机差异在其中的作用。本文运用省际面板数据分析了环境规制对不同进入动机FDI的影响,结果发现:(1)环境规制对垂直型FDI产生显著的负向影响,而对水平型FDI影响较小,即环境规制对不同进入动机FDI的影响存在差异性;(2)东部地区在环境规制强度没有大幅下降的情况下,仍然吸引了大量FDI进入,东部地区并没有出现"逐底竞赛"的现象;(3)中西部地区在1993~2013年期间环境规制强度持续下降,进入中西部地区的垂直型FDI不断增长,中西部地区出现明显的"逐底竞赛"现象。
It is an important problem which draws the attention of most economists and policy makers whether there is a significant relationship between fast growing FDI and the increasingly worsen environment in China. However, few researchers have noticed the influence of different FDI entering motivation. This thesis analyzes the effects of environmental regulation on FDI with different entering motivations based on provincial panel data, and gets the following conclusions. Firstly, environmental regulation has an obvious negative impact on vertical FDI while has just a little impact on horizontal FDI. In a word, environmental regulation has different impacts on FDI with different entering motivations. Secondly, without sharp decrease of environmental regulation intensity, eastern China still attracts a lot of FDI, and there isno "races to the bottom" phenomenon there. Thirdly, environmental regulation intensity decreased continuously from1993 to 2013 in middle and western China, where the vertical FDI kept growing and the "races to the bottom" phenomenonappeared apparently.
