道德教育政策文本既是推动中国道德教育发展的制度性力量,也是发展历程的缩影和载体,《中共中央国务院关于进一步加强和改进大学生思想政治教育的意见》和《2000年目标:美国教育法》就是中美两国大学生道德教育发展过程中的经典政策文本。通过对两个政策文本“共性”的还原分析,不难发现中美制定该政策文本绝非历史的偶然.而是面临新世纪文化大变局以及大学生道德失范行为此起彼伏的境遇下恰逢其时的必然应对。两国政府无一例外地扮演了强力角色,以德性伦理作为道德教育资源,道德核心价值为精神取向,深化大学生作为“政治人”“文化人”的道德教育,展现出一幅蔚为大观的道德教育图景。
The moral educational policy text is not only an institutional power to promote the development of Chinese moral education, but also a carrier and an epitome of the development. "CPC Central Committee and State Council on Further Strengthening and Improving Ideological and Political Education,"( the No. 16 document by the Central Committee of the CPC) and "Goals 2000- Educate America Act"are classic policy texts in the development of Chinese and American college students' moral education. Using a regression analysis of the two country's policy texts simultaneously, it is not hard to find that China and the United States' establishing the policy text is not a historical accident. It is the inevitable choice in response to the cultural changes and frequent collegians" morality-unconstraint in this new century. Both governments play a strong role in considering virtue ethics as moral educational resources, regarding the core value of morality as spiritual orientation and intensifying the moral education of college students, who are known as political men and educated man, which shows a splendid sight of the moral educational picture.
