本文利用中国高技术产业发展的经验数据，综合运用统计分析方法和数据包络分析方法，从投入能力、产出能力和创新效率三个方面对其技术创新能力进行系统评价。结果发现：从纵向时间维度看，我国高技术产业技术创新投入和产出能力均呈现不断大幅提升的态势；但是从横向行业维度看，我国高技术产业的技术创新投入和产出表现出显著的行业集中特征；在创新效率方面，各个行业存在明显差异，部分行业甚至面临投入冗余与产出不足并存的问题。

英文摘要：

It aims to evaluate the technological innovation capacity of China＇s high-tech industries by the DEA and empirical data. Result shows that the input and output capacity of China＇s high-tech industries has been increasing continually from the vertical dimension of time. However, based on the horizontal comparison of industries, there exists a significant feature of industry concentration in input and output and industrial differences in innovation efficiency. What＇s worse, the dilemma of redundant input and insufficient output has been found in some industries.
