As one of the Asian Tigers, Singapore rethought its strategies foreconomic after the Asian Financial Crisis and began to develop knowledge-basedeconomy. In recent years, the government introduced a series of measures andfacilitated Singapore’ s innovation by attaching great importance to the inno-vative development of manufacturing and services, encouraging entrepreneur-ship, creating innovation environment, cultivating and introducing the tal-ents, motivating the researchers in technology transfer, creating platform forinnovation and improving local innovative capability. Singapore has turned in-to a knowledge-based innovative city and became the innovative hub of South-east Asia, the experience of its development is instructive to Shanghai who ispreparing to build innovation centre. Based on analyzed Singapore’ s backgroundof innovative city, the article discussed its policies, in order to provideareference for Shanghai.
