Infrastructure systems （IS） are the basic condition for sustainable development of economic, social and ecological systems. The macro - management of IS demands a methodology of complex system engineering. This paper analyzes the features of IS and IS man- agement, and puts forward the WSR model of IS management by applying the systematic methodology of Wuli - Shili - Renli. Take the case of the IS of Shanghai, this paper also makes a study on analysis, implementation and evaluation methodology of WSR model. The WSR model of IS management can provide a theoretical basis and a guiding principles for infrastructure management.
