经济增长与环境污染的关系:文献评述与研究展望

经济增长与环境污染关系的研究,按照时间先后顺序大致可分为增长极限说、环境库兹涅茨曲线假说(EKC)以及对环境库兹涅茨曲线假说的质疑三个发展阶段。由于环境库兹涅茨曲线假说具有强烈的政策含义,一经提出就成为了研究热点。现有的文献不仅对倒U型EKC曲线的形成原因进行了充分研究,且随着研究的推进,对环境库兹涅茨曲线假说的争论和质疑也越来越多,这主要集中在EKC模型的有效性、EKC曲线形状的非唯一性、国际贸易是否带来污染转移、FDI的环境效应以及EKC曲线转折点(turning point)出现的时间等方面,存在着相互对立的研究结论。与此同时,国内学者以我国为研究对象进行了大量的实证分析,并提出了很多有针对性的政策建议。多数文献认为,不存在适合所有污染物的EKC曲线,环境政策和技术创新对于改善环境意义重大。因此,关于经济增长与环境污染的动态模型研究还有很大的完善空间,将计量方法运用于污染排放与经济增长关系的分析仍将是研究热点之一。

英文摘要:

The issues of economic growth and environment have experienced three stages, namely, "The Limit to Growth", the hypothesis of Environmental Kuznets Curve(EKC), and the debate of the Environmental Kuznets Curve hypothesis. The Environmental Kuznets Curve hypothesis became a research hotspot when it was first proposed because of its forceful policy implications. The current literature fully investigates the causes of the formation of the converse U type of the EKC, and with further research, there have been more and more debates on the EKC, which mainly focus on the effectiveness of the EKC model, the nonuniqueness of EKC shape, the environmental effects of international trade and FDI, and the timing of turning point of the EKC curve. As a result, there appear many contradicted conclusions. Meanwhile, domestic scholars have done a lot of positive?analysis of pollutants in China and put forward a lot of policy suggestions. Most of the study results come to the same conclusion that the EKC is not fit for all pollutants and environmental policies and technological innovation are significant for improving environmental quality. Therefore, it is still a long way for us to research the dynamic models of the economic growth and environmental pollution. The recently developed econometric methods which have been applied to analyze pollutants will continue to be one of the research hotspots in the coming years.
