利用2003-2011年中国30个省市在30个技术领域的专利申请数,采取静态和动态偏离份额分析法,对《国家中长期科学和技术发展规划纲要(2006-2020)》实施后各地区科技实力的变化情况进行分析,并判断政策是否对不同后发科技地区起到了相同的促进作用。研究结果表明:科技政策对不同地区的作用不尽相同;对具有不同科技基础的科技区域,科技政策的作用不同步,即科技基础较好的后发地区率先实现科技追赶,随后才是科技基础较差的区域。
Taking the advantage of static and dynamic shift-share analysis, this paper employs the patent applica-tion data from 2003 to 2011 in 31 provinces, cities and 30 technical fields to analyze the change of technology strength in each region and whether the Medium-and Long-Term Plan for the Development of Science and Tech-nology (2006-2020) affects each region similarly. The results indicate that the science and technology policy af-fects differently in different regions, and asynchronously affects regions with different technological base. In other words, the regions with better technological base will first complement the technological catch-up, then followed by the region with relative poor technological base.
