城乡界面是城市与乡村系统的重叠区域,是城镇化的核心地区,也是乡村发展的重要极化区。文章从理论上梳理了城乡界面的存在性及其影响效应,在焦作市城乡交界处90家住户实地调研的基础上,对城乡界面的存在性及其经济效应进行了实证检验。研究表明:1在城乡交界的一定区域内,排除其他影响因素,发现家庭区位对家庭收入具有显著影响,离城市建成区越近,家庭非农收入总量及其比重均越来越高,表明该区域内存在着某种内生动力。2到城市建成区的距离与农户家庭非农收入、非农收入占家庭总收入的比重呈U型分布特征,即距离城市越近,收入递增及其比重提高越明显,充分说明了城乡界面对其内部的经济活动具有“倍增”效应。本研究的政策含义是:决策者可充分认识城乡界面在城镇化发展中的重要性,进行合理规划;改变城乡界面“低价值”的传统观念,充分发挥其最大效应;合理利用城乡界面作为城乡一体化“中间体”的作用,促进城乡可持续发展。
Urban-rural interface is the overlapping area of the urban system and rural system, which is the core area of urbanization and important polarizing area for rural development. This paper combined these theories of existence and effects of urban-rural interface, and made an empirical research on the basis of field research of 90 households at the urban-rural interface in Jiaozuo City. The results showed that: (1) in certain area of the urban-rural junction, excluding other factors, the location of families had a significant on incomes of the families. That is to say, the nearer the household is to the city, the higher total incomes and proportions of non-agricultural families would be gained. It indicates that there are some internal powers in rural-urban junction, which could help us to verify the existence of the urban-rural interface. (2) The distribution relationship between distance to cities and non-agricultural income and its proportions is U-shaped, which means the closer the household is to the city, the higher non-agricultural income would be gained. What is more, if it is much closer, the revenue increases more noticeably, which shows that there are "multiplier" effects of economic activities within the urban-rural interface. The policy implication of this paper is the following: policy makers should fully realize the importance of rural-urban interface in the course of development of urbanization, and thus make more rational planning; the traditional sense of rural-urban interface' s "low value" should be changed in order to give full play to their maximum effects; and the urban-rural interface should be rationally used as the "intermediate" of integration to promote the sustainable development in urban and rural areas.
