从农户行为、政策调控和农业环境质量变化的内在机理出发,创建基于农户行为的"压力-状态-效应-响应(PSER)"逻辑框架模型:一方面家庭状况、自然环境、社会经济等都会对农户产生压力,导致农户生产行为目标和农户行为状态的变化;另一方面,通过农户生产行为影响农业生态资源数量或质量状况,并可能导致农业环境质量的退化.因此,需要通过政府的宏观调控措施或者相应的农业环境保护政策,积极引导农户采用环境友好型的农业生产方式和生产技术,从而达到农业环境质量的良性循环和提高.基于农户行为的"压力-状态-效应-响应(PSER)"逻辑框架模型为农户尺度的农业环境质量评价提供一个很好的平台.在此框架下构建了基于农户行为的耕地质量评价指标体系,这为从农户尺度上进行农业环境管理政策设计提供了理论支撑.
Based on the relationship between agricultural behavior,policy adjustment and agricultural environmental quality,the model of "pressure-state-effect-response" model is created.On the other hand,the natural environment,social economy and population,etc.,can change the behavior of farmers.Therefore,through the government's macro-control measures or in response to agricultural environmental protection policy,farmers with environmental friendly agricultural production and production technology need to be guided actively,so as to achieve a virtuous cycle of agricultural environmental quality and improve under this framework.The evaluation index system of cultivated land quality is constructed based on the behavior of farmers.The establishment of the evaluation index system provides the policy basis for the protection of agricultural environment quality from the farmers' scale.
