The ＂Reform and Development Plan of the Pearl River Delta＂ newly promulgated by State Council, proposed to promote the integration of the Pearl River Delta with Guangzhou-Foshan integration as demonstrated model. The integration of Guangzhou-Foshan metropolis has drawn much attention from governments and academicals. Though much achievement has been made by cooperation between Guangzhou and Foshan, there still exists a number of problems. This paper examines the situation and problems in the governance between Guangzhou and Foshan, puts forward some suggestions on strategical governance in Guangzhou-Foshan metropolis
