The United Nations Convention on the Law of the Sea（ UNCLOS） divides the Sea into several sea regions and regulates applicable navigation systems to every sea region.The system of the transit passage and the innocent passage not only regulate the order of the Straits Used for International Navigation that have important economic and strategic significance,but also influence the military activities of every state in the Transits Used for International Navigation in the peacetime with other relevant legal systems.
