Its boundary depends on the complementary technology developers and transaction costs. And it has the character of openness, indistinct, changeable. With the definite technology divi- sion, system will form a modularity strueture based on complementary- technology. The members of system usually surround one or more key enterprises. Other supporting enterprises will develop the compatible complementary technology. Finally, all the enterprises in the system will provide customer a complete technology solution.
