为探求经济发达地区社会主义新农村建设的经验,采用文献分析法和典型调查法等加以研究,分析结果是:苏州各级政府在多年经济发展的积累基础上有较强的财政实力来支持社会主义新农村建设,并且集体经济在工业化、城市化中焕发了青春,进行了许多增进农民权益的制度创新。但是农民发展的主体地位还有待加强。苏州各地区、各层次的农民增收和生活质量差异很大,远离工业化、城市化中心的农民发展前景并不乐观。地方政府和工业部门在追逐GDP增长中如何重视农民利益,让农民作为发展的主体地位分享工业化、城市化的收益,是有待于进一步完善的工作。与其他地区相比,苏州新农村建设的条件和环境实际上是程度差异,因此它的经验和问题富有借鉴和启示价值。
As a developed area, Suzhou has the specific condition and chance, characterized by industrialization, Each level of governments of Suzhou, on the basis of recent fast economical development, has strong finance power to support the construction of socialist countryside. The collective economic revives in the industrialization and urbanization and designs much institutional invention to make rural peeple richer. But there are still a lot of peasants need help. Nowadays, the different areas and various peasants have diversified living condition. The live far from the industrial center, do not have happy lives as the others. How should the government increase the financial support to improve them is the question waiting for answer. Comparing with other areas, the condition and circumstance of the construction of new countryside in Suzhou is the diversification of degree. So the problem and experience of Suzhou can help other areas.
