本文借鉴阶梯式改进框架，在分析系统实施阶段的用户方管理行为对企业信息化建设的影响基础上，构建了用户成熟度模型（UserMaturityModel，UMM）。为验证模型的合理性我们采用德尔菲法对信息化建设领域的知名专家进行问卷调查，根据15位专家的反馈意见对UMM模型进行调整与修改。此后，在用户成熟度模型的基础上，构建与之相匹配的评价模型，并设计了系统实施过程用户成熟度测评问卷。根据上述评价模型开发评价软件，对3家案例单位进行了测评，根据测评结果及组织反馈信息，初步验证了该评测模型。

英文摘要：

Learning from the framework of stage-style maturity model, this paper built the User Maturity Model （UMM） on the basis of the analysis on how behaviors of user management in the process of informa- tion system implementation to impact on information system＇s construction. Secondly, this paper conducted a questionnaire survey by the Delphi method for some well-known experts in the information system field, ac- cording to the responses of 15 experts, we adjusted UMM model further. Thirdly, based on User Maturity Model, we constructed the evaluation model, designed the evaluation questionnaire about this UMM model, and developed an evaluation software. We selected 3 organizations to evaluate their organizational maturity by this software system. The UMM model and the evaluation model on the basis of the data and feedbacks from the organizations were verified in some extent.
