通过实证表明:1)西部大开发第一个十年期,西北五省的人力资本总量基本呈现总体上升趋势;2)区域内各省份之间人力资本总量存在差距;产生差距的原因在于各省科教文卫的基础及经济总量的较大差距。建议通过借助财政转移力量、完善多元筹资渠道等措施,加强对西北科教文卫事业的投入,以提高人力资本存量水平为抓手,促进信息化、工业化和城镇化发展,及城乡融合,促进西北地区经济社会的持续健康发展。
This empirical study shows that in the first decade of the Go West Policy,human capital of the five northwestern provinces took on an overall upward trend,and there existed gaps in the total amount of human capital among provinces in the region,resulting from the gaps in the bases of science,education,culture,public health, and economic value.It is suggested that fiscal measures should be adopted and multiple sources of funding should be secured to improve the investment in science,education,culture and public health in Northwestern China,and the stock level of human capital should be improved to quicken the steps of informationization,industrialization, urbanization and urban-rural integration,so that a sustainable social economy will be achieved.
