Social capital has become the hottest concept and interpretative tool in Sociology, Management, Economy and other disciplines. This paper analyzed the elements, functions and cultivating way of social capital among the multi - departments involvement in the HIV prevention, so as to provide a new research idea to solve the dilemma of multi - departments participation and cooperation in the HIV/ AIDS prevention.
